Introduction to the EADA

The EADA project framework provides guidelines for how initiatives are structured and set in to context.

Many projects we encounter flounder because of the temptation to deliver a solution – often in the form of an IT tool – before the underlying values, principle and capabilities have been properly aligned with the wished-for outcomes.

The task of the EADA is to synthesize the broad range of existing and planned initiatives in to a coherent set of shared values, principles, capabilities and tools needed to execute (infrastructure).

To this end we have adopted the new operating model for local government developed by the social innovation agency Nesta below:

The EADA Focus Areas

The EADA has been formed to provide a forum where practitioners from across Europe can learn from others, provide insights and collaborate in the development of common programs.

Our approach is co-creation and the adoption of the Wiki method for collaborative knowledge creation. Below is the high-level specific areas of investigation:

Audience Data Standards

a)      Macro & Micro Policy priorities

        The adoption of standards are a prerequisite for the effective implementation of policies. However, the cultural sector represents a broad and complex ecosystem of cultural organizations and funders and equally a broad set of needs. The goal of the EADA is to identify, evolve and prioritize which policies best address the needs of funder and cultural organizations.

The EADA manifesto is designed as a framework, wherein the broad range of expert practitioners from across Europe can share insights and co-create best-in-class solutions that meet the needs of cultural organizations and funders alike.

The common thread for the EADA forum is the answering of the key questions funders and cultural organizations need answering. Questions which we can best answer by aggregating data and collectively.

The goals of the EADA Forum are to identify, synthetise, collate and prioritise the key questions and insights, that expert cultural engagement practitioners from across Europe have identified in their respective areas of expertise.

WHAT ARE THE KEY QUESTIONS YOU WOULD LIKE TO SEE ANSWERED?

The EADA international meetings held since 2022 have provided guidance and input to the EU Council of Ministers Conclusions on empowering the cultural and creative sectors through data-driven audience development, commonly termed the Ghent Manifesto.

The Ghent Manifesto highlights below, continue to form the goals and call-to-actions on which the EADA is founded:

• Encourage Research and Collaboration Promote cross-sectoral and cross-border collaboration with governments, academia, and commercial players to explore standards for accessible and sustainable digital infrastructure, ensuring compliance with EU intellectual property and data protection rules.
  

• Facilitate the development of Standards for Data Management Advocate for the creation and use of standards and frameworks to support the cultural in collecting and managing audience data, making it accessible, comparable, and interoperable for user-centered services.  

• Stimulate Data Literacy and Capacity-Building Identify best practices on data collection, analysis, management, and governance.
